- The DAB urges the government to subsidize the shingles vaccine for individuals aged 50 and above
Sept 3, 2023 The herpes zoster virus, more commonly known as "shingles," inflicts distress upon patients and can potentially lead to additional complications, placing a considerable burden on the healthcare system of Hong Kong. Despite the availability of a shingles vaccine, the high cost has resulted in limited uptake among the general population. Seeking to shed light on the awareness and willingness of residents to receive the shingles vaccine, the DAB Eastern District Branch, in collaboration with the office of legislator Edward Leung Hei and Silveriders Limited, conducted an online survey from August 22nd to September 1st. A total of 291 residents in Hong Kong Island East participated in this endeavor, and the key findings are as follows: 23.7% of respondents reported having experienced shingles. Among respondents aged 50 or above, 26.2% indicated a history of shingles. 14.5% of respondents reported having experienced shingles on two or more occasions. 68% of respondents stated that they had friends or family members who had experienced shingles. 82.5% of respondents desired to receive the shingles vaccine, while an overwhelming 93.1% believed that the government should provide subsidies for shingles vaccination. Drawing from these significant findings, the DAB puts forth the following recommendations: Bolster the existing Vaccination Subsidy Scheme, commencing with the provision of free vaccinations for individuals aged 65 and above, as well as those with compromised immune systems. This initiative can then be gradually expanded to include individuals aged 50 and above, ensuring broader coverage and accessibility. Regularly release data pertaining to confirmed shingles cases, thereby fortifying public education efforts and raising awareness about the prevalence and impact of shingles. Leverage available resources, such as district health centers and online platforms offered by the Centre for Health Protection, to enhance educational campaigns and promotional endeavors. Encompass a wider range of vaccines within the Vaccination Subsidy Scheme, aiming to provide comprehensive protection for the elderly population and mitigate the long-term burden on public healthcare systems. - The DAB put forward the policy proposal titled "Promoting Hong Kong as a 'Playful City'"
August 9, 2023 The Leisure and Cultural Services Department (LCSD) presently oversees a vast network of over 670 outdoor children's playgrounds, catering to the recreational needs of our young ones. However, these playgrounds have faced criticism in recent years due to their uninspiring and monotonous designs, failing to captivate the interest of children. In response to this pressing concern, DAB LegCo member Nixie Lam, Frankie Ngan, and DAB Executive Committee member Philip Li Ka Leung, have released a comprehensive policy proposal entitled "Promoting Hong Kong as a 'Playful City'" on August 9th. Through this proposal, they ardently call upon the government to optimize the planning, management, and community involvement in public playground facilities at the policy level, addressing the current shortcomings and rejuvenating the allure of these recreational spaces. At the heart of the "Playful City" concept lies the aim of fostering adult support for children's play, ensuring that our young ones have access to enriching play opportunities in their immediate surroundings. This approach recognizes the immense value of play in facilitating learning, nurturing creativity, and fostering independent thinking, all of which are vital for the holistic development of our children. Simultaneously, the transformation of our urban environment into a more livable, vibrant, and high-quality space stands as an overarching goal. By promoting innovative urban design and fostering the growth of the entertainment industry, we can elevate the overall quality of life for our residents while creating a truly dynamic and engaging cityscape. To achieve these aspirations, the proposal sets forth several key recommendations: Introduce and promote the "Playful Community" initiative, with the ultimate aim of establishing Hong Kong as a recognized "Playful City." Prioritize and safeguard the rights of children to engage in play, recognizing its fundamental importance in their development. Foster closer communication and collaboration with industry stakeholders to enhance the management and operation of play spaces. Improve and upgrade playground facilities in areas where grassroots children reside. Enhance the procurement mechanism to bridge the quality gap between playground facilities in public and private housing estates. Conduct a comprehensive reassessment of the definition of play spaces in Hong Kong, considering the specific needs and age groups of our children. - Edward Lau welcomed Shenzhen's 18 enhancement measures of control points
August 8, 2023 The Shenzhen Municipal Government has recently unveiled an array of 18 measures designed to optimize the land border crossing environment and enhance convenience, with the ultimate objective of fostering deeper integration between the residents of both regions. DAB LegCo member Edward Lau Kwok Fun expresses his support for the proposed measures, which aim to enhance coordination and support between the border ports while elevating the overall passenger experience. Edward Lau ardently hopes for the swift implementation of these measures, as it will undoubtedly provide greater convenience for travelers. Edward Lau particularly highlights the introduction of the "Frequent Traveler" program at the Luohu Port, which allows specific groups to enjoy seamless transit. This approach resonates with the forthcoming practices to be implemented at the future Fulong Port, specifically catering to innovation and technology professionals traveling between Shenzhen and Hong Kong. Furthermore, Edward Lau notes with interest the establishment of a dedicated port office on the Mainland, responsible for overseeing immigration matters, land use, and development strategies around the ports. He believes that this approach warrants consideration by the SAR government. Given that the SAR government has already established the Northern Metropolis Co-ordination Office to oversee the development of the Northern Metropolis, it could potentially assume the responsibility of coordinating and planning not only immigration matters but also the development of supporting facilities within the port economic zone. Edward Lau believes that the Hong Kong and Mainland task force responsible for the Northern Metropolis can significantly strengthen communication and coordination efforts. Through proactive engagement, they can strive for more convenient measures from the central government, expediting the implementation of initiatives that facilitate the development of the Northern Metropolis.
- Gary Chan recommended KMB to expand the usage of their charging facilities
August 6, 2023 On August 4th, DAB's Vice-chairperson and LegCo member, Gary Chan Hak Kan, embarked on a visit to the Kowloon Motor Bus (KMB) Kowloon Bay depot, accompanied by some youth participants from the YoungDAB’s “Aide Programme”. The purpose of this visit was to witness firsthand the exceptional double-decker electric buses, specifically designed and manufactured by BYD for Hong Kong. Gary Chan extended a warm welcome to KMB for their commendable efforts in developing electric buses and reducing emissions on our roads. He expressed his full support for KMB's visionary plan to establish charging facilities in various locations throughout Hong Kong. It is worth noting that the DAB had previously proposed the idea of expanding the usage of these charging facilities at bus depots to encompass other forms of public transportation, including electric taxis and minibuses. Encouragingly, KMB has already applied to the government, seeking permission to allow other commercial vehicles to utilize their charging infrastructure. Drawing attention to the fact that buses typically charge at depots during nighttime hours, Gary Chan astutely highlighted the opportunity to maximize the utilization of idle charging facilities during the day by extending access to minibuses and taxis. By doing so, we can enhance the efficiency and effectiveness of these facilities, while also promoting the electrification of other public transportation vehicles. He hoped that the government would support this proposal and swiftly approve KMB's application. - The DAB received a positive response from the government on "joint boundary control system"
July 27, 2023 The DAB has previously put forward a comprehensive set of 19 suggestions aimed at streamlining customs clearance procedures. One of the key proposals is the implementation of a " joint boundary control system" (i.e. the "collaborative inspection and joint clearance" mode) in Hong Kong. In a recent development, we conducted meticulous observations and experiences related to customs clearance models at the Tsing Mau and Hengqin ports in Macao. Building upon these insights, today(July 23), DAB Chairperson Starry Lee, Vice-Chairpersons Chan Yung and Gary Chan, along with DAB LegCo members Edward Lau and Frankie Ngan, engaged in a meeting with Secretary for Security Chris Tang. During this productive session, we presented our recommendations for facilitating customs clearance and shared the invaluable findings gleaned from our visit to Macao. Edward Lau expressed his satisfaction with the positive and specific response from Secretary Chris Tang regarding the appeals made by the DAB. Notably, the implementation of the " joint boundary control system " model at the rebuilt Huanggang Port and the future rebuilt Sha Tau Kok Control Point received favorable consideration. As for other ports, further study is required due to considerations related to port design. The government has expressed its commitment to gradually introduce the new model of customs clearance channels on a trial basis. Deputy of the National People's Congress and LegCo member Chan Yung highlighted the DAB's intention to leverage the platform provided by the NPC to promote their suggestions. Moreover, he emphasized that NPC Standing Committee member Starry Lee will actively represent the opinions of Hong Kong residents, including advocating for the cancellation of the health declaration card (Black Code) for cross-border travel. July 24, 2023 To tackle the urgent issue of dilapidated old buildings and the hazards posed by falling concrete, DAB Legislative Councillor Edward Leung Hei, in collaboration with the dedicated team from the DAB Hong Kong Island East, is joining forces with the esteemed Hong Kong Institute of Building Inspectors (HKIBI) to initiate a groundbreaking "Clearance Operation." This operation aims to leverage technology to inspect high-risk "three-nil buildings” in Hong Kong Island East. Edward Leung, the driving force behind this commendable "Clearance Operation", acknowledges the numerous pleas for assistance from owners of aging buildings, particularly elderly residents who lack the means to carry out inspections and necessary repairs. - The DAB releases findings from the “Consumer Confidence Index” survey
July 24, 2023 The DAB is pleased to announce the release of the latest findings from the "Consumer Confidence Index" survey, conducted in Hong Kong during the post-pandemic era. These results shed light on the evolving sentiments of consumers in our region. In comparison to the data collected in December of the previous year, the "Current Economic Situation Index" has experienced a notable rebound from its historic low, while the other two indices continue to exhibit positive growth. The "Current Economic Situation Index" has surged from a record low of 73 in December to an encouraging 84 in the present survey. Furthermore, the "Consumer Expectation Index" remains at an impressively high level of 113. Consequently, the " Comprehensive Consumer Sentiment Index" has witnessed a slight rise from 101 to a positive reading of 104, marking its highest point since June 2021. While there has been some improvement in the outlook for personal financial conditions, the overall sentiment still leans toward cautiousness, reflecting the need for progress in the income and job situations of certain citizens. As for the outlook on the Hong Kong economy, respondents' sentiment has returned to normal levels, both in the short and long term, compared to the period during the pandemic. In light of these findings, Chan Hok Fung emphasizes the necessity for the government to invigorate domestic economic demand by enticing local consumers to spend within Hong Kong. He proposes the establishment of a local "market economy" and the promotion of homegrown Hong Kong brands to attract foreign tourists, thereby stimulating the local tourism industry. Holden Chow Ho Ting also advocates for a more proactive approach from the government to stimulate domestic economic demand. He suggests intensifying the "Happy Hong Kong" theme series, which has garnered positive responses in the past, and actively inviting international superstars to collaborate on performances in Hong Kong. July 20, 2023 On the 19th of July, DAB LegCo member (New Territories North) Edward Lau Kwok Fan, in collaboration with David Lam, Under Secretary for Development, Vic Yau, Director of NMCO, along with several officials from the Civil Engineering and Development Department and the Planning Department, embarked on a visit to the rural regions encompassing the San Tin district. During this excursion, they engaged in meaningful discussions with representatives from the San Tin Rural Committee, including Chairman Man Luk Sing, Vice Chairman Lai Chi Chiu, and Man Kwai Sau. This productive exchange served as a platform for sharing valuable insights on future rural development strategies. Edward Lau urged government officials to enhance communication channels with the rural communities in the Northern Metropolis and advocated for the promotion of a pioneering model of urban-rural integration. July 19, 2023 The Hong Kong Book Fair commenced today, and Tam Yiu Chung, Party Advisor of the DAB and the esteemed author of the newly published book "40 Years of Tan's Political Journey: From Worker to NPC Standing Committee Member," graced the Chung Hwa Book Co. booth to introduce his remarkable literary creation to avid readers. This momentous occasion witnessed numerous citizens enthusiastically purchasing the book on the spot and seizing the opportunity to capture cherished memories by taking photographs with Tam Yiu Chung as a cherished memento. Tam Yiu Chung shared that he was inspired and encouraged by numerous friends and publishers to compile his life's experiences and political journey into a compelling narrative. His dedicated efforts to bring this vision to fruition began in August of the previous year, involving extensive research and meticulous work that spanned nearly a year until the finalization of the manuscript in early July of the present year, perfectly coinciding with the esteemed book fair. - Policy initiative on foreign worker training mechanisms
July 18, 2023 Recent statistics released by the Census and Statistics Department in March of this year have indicated a decline in Hong Kong's labor force, with approximately 3.77 million individuals, representing a decrease of around 170,000 compared to the same period in 2020. The shortage of labor is not limited to high-skilled or professional positions but is prevalent across various industries and occupations, affecting both professional and grassroots roles. Historically, discussions surrounding the importation of foreign workers have primarily focused on the "quantity" of such workers, while the aspect of "quality" has received relatively less attention. It is imperative for our society to shift its attention towards ensuring the quality of foreign workers and regulating the intermediaries involved in their recruitment and placement. In May of this year, the DAB conducted visits to the Macau Federation of Trade Unions, the Institute for Continuing Education of Macau, and the Mainland Operations Center of the Vocational Training Council - "Vocational and Professional Education Services (Shenzhen) Company Limited" with the aim of gaining insights into the situation concerning foreign workers. Based on our findings, we have drafted a policy proposal that focuses on promoting cooperation with Mainland to strengthen the following aspects: Establishment of a cross-border training mechanism for foreign workers, aimed at enhancing their "quality" and their ability to adapt to Hong Kong's workplace environment. Implementation of an information communication mechanism to enhance the regulation of foreign worker intermediaries. In the short to medium term, we recommend the following actions: Establish recognized cross-border training bases within the mainland. Foster mutual recognition of professional skills between Hong Kong and the mainland. Strengthen the regulatory framework surrounding foreign workers. For the long-term, we propose the following measure: Encourage the establishment of branch campuses of local business schools in the mainland, which would serve as training centers for foreign workers. These policy initiatives aim to address the pressing need to enhance the quality of foreign workers and ensure their seamless integration into the Hong Kong workforce, thus benefiting both the workers themselves and the overall economy. - DAB welcome the LCSD's initiative to establish an electronic channel for collecting public opinion
July 6, 2023 Philip Li Ka Leung, DAB Executive Committee member and the Convener of the “Concern Group on Quality of Books in Hong Kong”, acknowledges the LCSD's responsiveness in embracing their proposal to establish a default form on their official website and create a dedicated email address for the purpose of collecting public feedback on the collections of public libraries. The establishment of these official channels serves to facilitate public oversight and ensures that library collections cater to readers of all age groups. In addition, he proposes that the LCSD regularly disclose pertinent information regarding the number of inquiries received and cases handled. This transparent approach will enhance public understanding of the diligent efforts undertaken by the LCSD in addressing concerns related to questionable books. - The DAB’s response on the report by IAEA regarding discharge plan of Fukushima nuclear power station
July 4, 2023 The International Atomic Energy Agency (IAEA) issued a comprehensive assessment report on July 4th, evaluating Japan's proposed plan to discharge nuclear wastewater into the ocean from Fukushima. The report affirms that Japan's chosen method of releasing the wastewater aligns with "international safety standards." However, DAB Legislative Council member (Election Committee) Elizabeth Quat and Steven Ho (Agriculture and Fisheries), have expressed their discontentment with this assessment. Steven Ho specifically highlighted that the scope of the IAEA's evaluation was limited solely to Japan's plan for discharging nuclear waste into the sea, while other aspects were subject to restrictions. This raises concerns about the one-sided nature of the so-called report. Elizabeth Quat stressed the importance of the SAR government preparing contingency plans if Japan proceeds with the discharge of nuclear waste. Immediate measures should include imposing a ban on seafood imports from the Fukushima surrounding areas and intensifying manpower and inspection efforts regarding food products from other regions of Japan. These measures are crucial to safeguard public health. Steven Ho further urged the SAR government to develop well-defined contingency plans and establish emergency funds to assist affected industries, particularly the fishing industry, in overcoming difficulties. Efforts should be directed towards promoting the use of locally produced goods, including facilitating increased local production, and exploring alternative options from overseas. Both Elizabeth Quat and Steven Ho firmly believe that Japan should continue seeking consensus from the international community and develop a plan that ensures minimal impact on neighboring regions. They also advocate for the involvement of additional reputable organizations to conduct a comprehensive assessment of the nuclear wastewater situation, aiming to prevent any potential global consequences.
