  • DAB responded to the implementation of latest quarantine arrangement and Red and Amber codes

    August 8, 2022 The Government announced the shortened quarantine arrangement under the "3+4" model, i.e. inbound persons from overseas places or Taiwan will be subject to compulsory quarantine in designated quarantine hotels for three days, followed by medical surveillance at home or in other self-arranged accommodation for four days. The Government at the same time will also implement the red-amber code restrictions under the Vaccine Pass, confirmed cases will be subject to red code restrictions, and inbound persons will be subject to amber code restrictions. Inbound persons will receive the blue code after completion of the "3+4" quarantine. DAB Spokesperson for Health Services and LegCo member Edward Leung welcomed the new measures which he believed were important steps on the path to normalcy and would be a good balance between anti-epidemic efforts and restoration of daily operation in the society. Holden Chow, chairperson of the DAB Business & Professional Affairs Committee, also welcomed the "3+4" quarantine arrangement. He hoped the Government would continue to pay attention to the situation, and further shorten period of compulsory quarantine in the hotels and allow Hong Kong residents to carry out quarantine at home where conditions are permissible.   • DAB LegCo members visited families living in subdivided housing units with Mr. Chan Kwok Ki

    August 7, 2022 Mr. Chan Kwok Ki, the Chief Secretary for Administration, accompanied by DAB LegCo members Chan Yung, Lillian Kwok and Ben Chan visited families living in subdivided housing units to learn more about difficulties on studies or living faced by their children. DAB vice-chairperson and LegCo member Chan Yung was happy to see the Chief Secretary for Administration meet with residents in person and believed that this would help the Task Force to Lift Underprivileged Students out of Intergenerational Poverty map out more refined measures. The DAB also set up a "shadow group" and will work with the Government to solve the problem of intergenerational poverty through conducting research and putting forward recommendations. Lillian Kowk, DAB Spokesperson for Education and LegCo member, commented that “Birth is much, but breeding is more" and every young person possesses talent and should be nurtured.   • "Dedication of Love for the 30th Anniversary, Sharing of Millions of Masks to Fight the Epidemic"

    August 7, 2022 The DAB has been committed to serving the community since it was founded 30 years ago. We supported anti-epidemic work in the community and worked relentlessly during the epidemic. Today, we held a ceremony in Kennedy Town to launch the activity named "Dedication of Love for the 30th Anniversary, Sharing of Millions of Masks to Fight the Epidemic", and expressed our gratitude to Ms. Lau, the co-founder of the Hong Kong Coalition, who donated 3.5 million medical-grade face masks to us. The campaign starts with more than 250 street counters opened on the first day, delivering packs of ten medical-grade face masks to the public. We at the same time called on the public to fight the epidemic together and promoted vaccination service for children aged from 6 months to 3 years.

  • Confusion of information dissemination caused adverse impacts on epidemic prevention

    Feb 26, 2022 The Government announced at 10:30pm last night via a press release that 19 mobile specimen collection stations will cease operation today. As a result, the public was unable to grasp the new policy and went to the collection stations which ceased operation. DAB Legislative Council member (New Territories North) Lau Kwok Fan reprimanded the government for not using a more open and clear way, such as in a press conference, to explain substantial changes to the existing policy to the public. He requested that the government should announce in advance any anti-epidemic information and policies and explain sufficiently so that the public can understand. Lau Kwok Fan also stated that while the government recognized the results of the rapid antigen test, it should not completely overturn the original practice. If compulsory testing is an attempt to find hidden cases, then it should not be completely stopped. The elderly may not be able to carry out the rapid antigen tests by themselves and may not know how to do submit positive test results through online registration. Lau Kwok Fan suggested the government should step up publicity and increase mobile specimen collection stations in the New Territories North for citizens in need.   • A zoom lecture on “Tell the world the good stories of the country and HK”

    August 4, 2022 The DAB had the honor of inviting Mr. C.Y. Leung, Vice-chairman of the National Committee of the Chinese People's Political Consultative Conference, to host a zoom lecture titled “Tell the world the good stories of the country and Hong Kong in response to the problem of ‘I don't know’” as one of the lectures in the "Macro - 30th Anniversary Lecture Series" organized to celebrate DAB’s 30th anniversary. Mr. Leung pointed out that many people around the world "do not know" about the changes and actual situation in Hong Kong. We, with a competitive edge in languages, have the responsibility to tell the world good stories of the country and Hong Kong. On how to tell a good story, Mr. Leung stressed that in addition to having a firm position, we must overcome “anxiety over ability”, step outside our "comfort zone" and trust that "the reason is on one's side, fear not". He also suggested "letting numbers speak" when telling the world good stories of the country and Hong Kong. Starry Lee, Chairperson of the DAB, believed participants of this lecture can learn from Mr. Leung’s sharing about the skill of using numbers in storytelling.

  • The government should enhance promotion of the "Tenancy Control of Subdivided Units" Ordinance

    August 3, 2022 (from left) DAB LegCo members Edward Leung, Chan Hok Fung, Vincent Cheng and Ben Chan (right) submitted proposals to the Commissioner of Rating and Valuation “Landlord and Tenant (Consolidation) (Amendment) Ordinance 2021” (commonly known as "Tenancy Control of Subdivided Units " Ordinance) came into effect in January this year, but some landlords deliberately avoided complying with the Ordinance with various "reasons". Furthermore, many tenants also expressed that they did not understand the Ordinance. Insufficient promotion has hampered the implementation of the Ordinance. DAB members of the Legislative Council and "Farewell to Subdivided Housing Operation” met the Commissioner of Rating and Valuation, requesting the authorities to regularize random inspections to combat illegal activities, and proactively promote the Ordinance. The Commissioner should strengthen its liaison with the Home Affairs Department and the Census and Statistics Department, to collect information on subdivided units and tenants' opinions, thereby enhancing the efficiency of inspections and law enforcement. Our suggestions received positively response that the Commissioner promised to regularize random inspections.   • DAB launched the "Hong Kong Blackspot Inspection Campaign"

    August 2, 2022 The DAB launched the "Hong Kong Blackspot Inspection Campaign" from 16 July to 22 July in response to the government’s upcoming Hong Kong New Cityscape clean-up campaign. During the inspection, a total of 142 black spots were found, while 90% of which have existed in the community for a long time. Common hygiene problems included garbage and styrofoam waste, sewage, abandoned motorcycles, foul odors from drains, shops garbage blocking the streets, and food waste blocking drains in back alleys. We believed that there were two main problems in the environmental hygiene work in Hong Kong. Firstly, the division of labor among government departments was too meticulous that there was often dispute over which department was responsible. This gave the public the impression that departments were just passing the buck among themselves. Secondly, the government’s anti-rodent and anti-mosquito work was aimed at preventing rodent-borne diseases and dengue fever. However, as the society progresses, the government should step up efforts in its anti-rodent and anti-mosquito work to improve the quality of the living environment. The DAB proposed the following recommendations regarding improving environmental hygiene: Authorize FEHD officers to use video recording for collecting evidence to combat shop front extension Review existing schemes and step up law enforcement Provide supports to cleaning workers Strengthen cleaning of "Three-Nil Buildings" Strengthen anti-rodent work Promote publicity and education on public hygiene Work on refuse collection in rural areas Strengthen anti-mosquito work

  • DAB met with Chief Secretary for Administration to address intergenerational poverty

    August 2, 2022 The DAB met with Chief Secretary for Administration Mr. Chan Kwok Ki to express support for the framework of the scheme addressing intergenerational poverty. We believed that students will be able to grasp opportunities for upwards mobility and be lifted out of intergenerational poverty through the scheme. At the same time, we put forward nine recommendations and hoped that they will be accepted by the Government, so that the scheme can achieve more fruitful results. The nine recommendations included: Expand channels for recommendation; Extend the duration of the scheme; Add a “saving money” element; Set up a reward mechanism; Introduce diverse volunteer mentors; Support family-oriented; Instill positive values; Make connections in the Greater Bay Area; and Perform ongoing evaluation. Mr. Chan Kwok Ki responded positively to DAB's recommendations and agreed to the importance of instilling positive values. He mentioned that he was also born to grassroots family and positive thinking will help students face adverse situations, and fully grasp opportunities to achieve upwards mobility.

  • DAB strongly denounced Pelosi's visit to Taiwan

    August 2, 2022 (from left) DAB LegCo members Edward Lau, Holden Chow, Chan Hok Fung and Ben Chan protested against Pelosi’s visit to Taiwan at the U.S. Consulate General Hong Kong & Macau on Aug 3, 2022 The DAB firmly opposed and strongly condemned Speaker of the U.S. House of Representatives Nancy Pelosi's visit to Taiwan. The visit severely violated the one-China principle and three Sino-US Joint Communiques, grossly infringed on China's national sovereignty and territorial integrity, and sent a wrong signal to “Taiwan independence” separatist forces. The Central Government has clearly and repeatedly expressed its concern and firm opposition to the visit, yet Pelosi insisted on making the visit, once again proving that the U.S. is a destabilizing force undermining peace in the Taiwan Strait. The DAB stood with the 1.4 billion Chinese people, and fully supported the Central Government’s stance, to safeguard our nation's sovereignty, security and development interests. We would not allow anyone or forces to invade or alienate any part of China's sacred territory. The DAB supported the Chinese Government and military in taking all necessary measures to counteract against Pelosi's wrongdoing. All consequences arising therefrom must be fully borne by the U.S.

  • We welcome the launch of the Drainage Enhancement Programme

    March 14, 2022 The Subsidised Housing Committee of the Hong Kong Housing Authority (HA) endorsed today (Mar 14) the Drainage Enhancement Programme (DEP) for public rental housing flats and would launch the DEP in accordance with the new Practice Note relating to the above-ground drainage system issued by the Buildings Department last year, to enhance the original design standards. The HA estimated that the entire DEP will take about 2.5 years to complete. The Drainage Inspection Programme (DIP) has been launched by the HA to inspect the communal drainage pipes of 1,575 public rental housing blocks since 2020. As of mid-February this year, about 41,000 flats had disconnected the vent pipes of HA standard water closets. We urged the HA to assist tenants reconnecting the vent pipes as soon as possible and prioritise the works according to the condition and design of the drainage system found in the DIP any record of spread of the epidemic in the public rental housing estates, composition of household members etc. in order to reduce the risk of vertical transmission and other safety hazards arising from old drainage systems. In addition, the HA should conduct a comprehensive review on the design of the drainage system in public rental housing flats and raise the penalty for unauthorized alteration of pipes.   • Nixie Lam arranged vaccinations for female Muslims with the assistance of an all-female team

    March 12, 2022 Notwithstanding that the vaccination rate in Hong Kong is as high as 90%, the rate amongst ethnic minorities is relatively low. Nixie Lam, DAB Legislative Council Member for Election Committee constituency, learned earlier that female Muslims gave up getting vaccinations due to religious restriction on rolling up their sleeves in public place. After getting the assistance of the Secretary for the Civil Service Patrick Nip Tak-kuen on deploying a team of all-female staff members to assist, Nixie Lam, with the assistance of Youth Development Commission member and vice principal Rizwan Ullah, met with Chief Imam Muhammad Arshad and Religious Election Committee member Mohammad Ilyas. They agreed on the importance of vaccination and raising the vaccination rate and decided to open the Kowloon Mosque as a venue for receiving the BioNTech vaccination on March 19. Nixie Lam explained that female Muslims going to the Kowloon Mosque to receive vaccinations will gather in the right wing of the mosque, where all-female nurses, doctors and staff members will be responsible for administering vaccinations. The other wing of the mosque would be opened for the public to receive vaccinations.   • After the storm, came a calm – A concluding remarks of the plenary session

    Mar 11, 2022 While Hong Kong spares no effort in fighting this epidemic, many national leaders including Vice Premier Mr. Han Zheng and Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Director of the Hong Kong and Macao Aff airs Office of the State Council Mr. Xia Bao Long have repeatedly expressed their concern, sincere care and encouragement for all Hong Kong people through the Hong Kong deputies to National People’s Congress (NPC) during the plenary session. The Central Authorities takes substantial steps to support us in anti-epidemic work, once again given Hong Kong strong reassurance that we can curb the epidemic with the staunch support of the Central Authorities and assumability of the HKSAR Government's main responsibility. This year marks the 25th anniversary of Hong Kong's handover. The working report of the Standing Committee of the NPC emphasized that the need of formulating sound constitutional order and rule of law in the SAR to better exercise the overall jurisdiction over the SAR by the Central Authorities and high degree of autonomy of the SAR. National leaders also encouraged the Hong Kong deputies to give strong support to the SAR Government in its overall planning for the long-term development of Hong Kong. This reflects yet again "One Country, Two Systems" is an unwavering and long-term national policy of the Central Authorities. We must firmly support the overall jurisdiction over the HKSAR exercised by the Central Authorities and the implementation of "patriots administering Hong Kong", which will help the steadfast and successful implementation of “One Country, Two Systems”. The support given to Hong Kong by the Central Authorities is staunch. Hong Kong people should seize the opportunity to thrive. After the storm, came a calm.
