The government should enhance promotion of the "Tenancy Control of Subdivided Units" Ordinance

“Landlord and Tenant (Consolidation) (Amendment) Ordinance 2021” (commonly known as "Tenancy Control of Subdivided Units " Ordinance) came into effect in January this year, but some landlords deliberately avoided complying with the Ordinance with various "reasons". Furthermore, many tenants also expressed that they did not understand the Ordinance. Insufficient promotion has hampered the implementation of the Ordinance.


DAB members of the Legislative Council and "Farewell to Subdivided Housing Operation” met the Commissioner of Rating and Valuation, requesting the authorities to regularize random inspections to combat illegal activities, and proactively promote the Ordinance. The Commissioner should strengthen its liaison with the Home Affairs Department and the Census and Statistics Department, to collect information on subdivided units and tenants' opinions, thereby enhancing the efficiency of inspections and law enforcement. Our suggestions received positively response that the Commissioner promised to regularize random inspections.
