  • DAB followed up on hygiene blackspots and submitted proposals on improving cityscape

    November 1, 2022 District Matters Co-ordination Task Force led by Deputy Chief Secretary for Administration Cheuk Wing-hing launched the territory-wide Hong Kong New Cityscape clean-up campaign in mid-August to clean up hygiene blackspots. The cleansing work had been launched for over two months that DAB LegCo members and representatives from 18 districts met with Cheuk Wing-hing and Secretary for Environment and Ecology Tse Chin-wan to follow up on its effectiveness and submit proposals on improving cityscape. Gathering views from the DAB distract branches and from various sectors, the authorities identified 600 hygiene black spots which included our suggested locations. After two months of cleansing work, some blackspots had improved compared with the situation in July, some were continuously improving, but some blackspots had not been improved. Some new blackspots were also identified during the inspections. We believed that the clean-up campaign had some effect, but the problems of rodent infestation, street obstruction, pigeon feeding, abandoned motorcycled and bicycles, and water seepage are still needed to be solved with new approaches. Below are our further recommendations to the District Matters Co-ordination Task Force: 1. Launch the territory-wide anti-rodent operation 2. Study amendments to legislation and introducing progressive fines 3. Use smart technology to solve environmental hygiene problems 4. Amend legislation to prohibit the feeding of wild pigeons 5. Solve the problem of water seepage 6. Enhance proper disposal of construction waste through promotion and education 7. Dispose abandoned motorcycles and bicycles regularly 8. Step up law enforcement on street obstruction 9. Increase resources to install CCTV 10. Plan clean-up campaigns as longstanding work 11.   • Launched Bid Farewell to Subdivided Housing 2.0

    January 30, 2023 The DAB had always been concerned about the interests of subdivided housing tenants. We expected the goal of bidding farewell to subdivided housing could be reached, and tenants could leave subdivided housing by building more public rental housing, transitional housing, and supporting light public housing schemes. We put forward Farewell to Subdivided Housing 2.0 and urged the government to introduce measures with the goal of bidding farewell to subdivided housing, eliminating low-quality subdivided housing within five years. We also proposed recommendations to enhance tenancy control of subdivided housing.   • Vincent Cheng responded to the prosecution following the Mirror concert accident

    January 27, 2023 The Labour Department decided to prosecute three companies involved in the screen falling accident happened in the Mirror concert in July last year after an investigation. These companies were suspected of violating occupational safety and employee compensation ordinances and were prosecuted under 15 charges. DAB Home Affairs, Cultural and Sports Affairs Spokesperson and LegCo Member Vincent Cheng hoped that the Labour Department's legal action would make compel the industry to pay more attention to the occupational safety of stage performers, to provide a safe environment for employees to work in, and to take out employees' compensation insurance for employees. Vincent Cheng pointed out that the government proposed a number of enhancement measures after the release of the concert incident investigation report in November last year, and the Leisure and Cultural Services Department would discuss with the industry the implementation details. He hoped the government would report in due course the progress of various measures to ensure the safety of government venues and stages.   • DAB Family Affairs Committee’ s expectations for the Budget

    January 27, 2023 The new budget would be announced soon. The Family Affairs Committee of the DAB held a petition and put forward a number of expectations related to family affairs, hoping to cater to the needs of different families.   • DAB announced Consumer Confidence Index poll results

    January 26, 2023 DAB conducted regular polls on Hong Kong citizens’ consumer confidence by reference to the methodology of University of Michigan since October 2004. Today (January 26) we announced results of the thirty-ninth poll which was conducted to capture fluctuations in the consumer confidence. The poll was conducted in mid to end of December, when the government had relaxed quarantine and social distancing measures but the number of infection cases had risen to 20,000. The poll results showed that the respondents had a less conservative outlook on the economy, regardless of whether it was short or long term. LegCo member Holden Chow stated that the falling of the current economic conditions index indicated that the people’s economic situation was still less than optimistic. He urged the government to distribute 5,000 dollars consumption voucher to Hong Kong residents in the coming budget, so as to relieve financial pressure of the residents and to boost the economy for SMEs in retail and catering.   • Nixie Lam urged users to complete SIM cards real-name registration as soon as possible

    January 25, 2023 The Telecommunications (Registration of SIM Cards) Regulation took effect on September 1 last year to implement the Real-name Registration Programme for Subscriber Identification Module (SIM) Cards. Today (January 25) DAB LegCo member Nixie Lam, Political Assistant to Secretary for Commerce & Economic Development Bureau Bruce Lee Sai Wah and Community Officer Jones Chan set up a street corner in Shek Wai Kok, Tsuen Wan to explain to residents the Real-name Registration Programme and to help them with registration.   • Caring for grassroots families and youth on Chinese New Year's Eve

    January 21, 2023 The Fisheries and Agriculture Caring Team organized an event to welcome the Chinese new year on Chinese New Year’s eve. The AFCD Volunteer Team led by Patrick Lai Chuen Chi, Assistant Director (Fisheries) of the Agriculture, Fisheries and Conservation Department, and LegCo member Nixie Lam participated in the event. They distributed Chinese New Year lucky bags filled with fish, vegetables, rice and Guangxi specialties to grassroots families in Lei Muk Shue, Tsuen Wan. LegCo member Nixie Lam stated that the event was very meaningful and gave her blessings to elderly on Chinese New Year's Eve.   • DAB welcomed the cancellation of issuing isolation orders

    January 19, 2023 The government announced that the compulsory isolation arrangement for infected persons will be cancelled from January 30. DAB Health Services Spokesperson and LegCo member Edward Leung considered the government adjusting anti-epidemic measures according to the epidemic situation, and to lead the society to resume normalcy in a flexible manner. Edward Leung stated that infected persons recovered at a different rate. Some received negative results within two days after being infected, but some were asymptomatic. The new arrangement allowed flexibility for infected persons to decide when to resume work or studies according to their condition. This would unleash the labour force and helped the society to resume normalcy. Infected persons could still obtain paid sick leave with doctors’ certificates. This would better suit the needs of the society. Edward Leung expected the government to adjust the remaining anti-epidemic measures in due time with a pragmatic attitude, such as to strive for the mainland to replace nucleic acid testing arrangement with RAT, and to remove the mask wearing requirement after the winter influenza season.   • DAB issued poll results on gerontechnology

    January 17, 2023 DAB Family Affairs Committee and the team of LegCo member Frankie Ngan (Kowloon East) conducted a poll to understand opinions of public rental housing residents with elderly family members on gerontechnology in December 2022. A total of 432 valid responses were received. (1) Analysis of poll results Most public rental housing households with elderly family members never heard of gerontechnology Respondents were concerned about medical and communication related gerontechnology to enhance home safety and reduce the burden on caregivers Elderly in public rental housing had a demand for gerontechnology but responded that gerontechnology was expensive The government did not promote gerontechnology enough and should better utilize existing policy measures (2) Recommendations Expand the scope of application of the Innovation and Technology Fund for Application in Elderly and Rehabilitation Care Allow health care vouchers to be used to subsidize gerontechnology to ensure better use of resources The Housing Authority should take the initiative to promote gerontechnology to the elderly in public rental housing Promote gerontechnology in District Health Centers Media enquiries: DAB LegCo member Frankie Ngan (6600 2511)

  • DAB responded to the positive samples of melioidosis found in the soil of Service Reservoir

    November 3, 2022 20 cases of melioidosis among residents were identified in Sham Shui Po. The Centre for Health Protection announced today that 38 of the 471 environmental samples collected gave positive results, 32 out of these 38 results were found in the soil of a service reservoir supplying drinking water in Sham Shui Po. DAB LegCo member (Kowloon West) Vincent Cheng said that citizens frequently visited service reservoirs in Sham Shui Po and were worried about the situation. He suggested that blood tests should be carried out for the chronically ill patients or residents with symptoms in the district, and the authorities could spray hydrated lime at suitable areas of the service reservoir to eliminate melioidosis. He agreed that blood tests should be carried out among chronically ill patients so as to identify infected patients as soon as possible.   • DAB responded to the HA's reduction of waiting time of new cases for specialist out‑patient services

    October 31, 2022 The HA put forward a number of measures to reduce the waiting time of new cases for specialist out‑patient services, of which the longest waiting time of stable new cases in medicine clinics had been reduced from 122 weeks to 111 weeks. DAB Health Services Spokesperson and LegCo member Edward Leung welcomed HA’s measures. He proposed to strengthen the public‑private partnership program in the short-term and introduce a system of specialist nurses to relieve the pressure due to the shortage of doctors in the mid-term, with reference to the experience in United Kingdom and the United States. In the long run, he requested to optimize the roadmap for primary care and increase the number of doctors and beds to meet the needs of the growing and aging population. Edward Leung will put forward a proposal on optimization of waiting time for public healthcare services and public-private partnership. At the same time, he is launching a ten episodes program called “Edward examines the healthcare system” to explore the current situation faced by the public healthcare system, difficulties, and solutions.   • Poll on "National affairs, National Day and Day of Establishment of PLA"

    October 25, 2022 Poll results continued to show that the majority of citizens support enhancing people’s understanding of national affairs and the People's Liberation Army(PLA). Overall, more than 76% of the respondents supported enhancing people’s understanding of the Chinese Communist Party, and 73% considered the government should assist people to understand national affairs. In addition, over 70% of the respondents agreed with (a) increasing people’s contact and understanding of the PLA; (b) organizing more activities to increase public awareness of national defense and diplomacy; and (c) encouraging more young people to participate in military training. Analysis and recommendations: 1. Raise awareness of major national events The SAR government should promote goals, mission and direction of the 20th National Congress of the Communist Party of China by using infographs The SAR government to arrange official meetings and assist non-governmental organizations in organizing promotion activities The secretaries of the SAR government, by reference to the method of promoting the policy address, should be responsible for corresponding areas of the 20th National Congress of the Communist Party of China and participated in official meetings and non-governmental promotion activities 2. Strengthen people’s understanding of the development of the Communist Party of China To establish the "Chinese Communist Party History Museum" As July 1st is the day of Hong Kong’s handover and also the anniversary of the founding of the Communist Party of China, the SAR government should celebrate these two important events at the same time Encourage and sponsor local and Mainland TV media to co-organise different cultural and entertainment programmes, so as to create more common cultures and topics 3.
