In 2025, DAB launches 10 policy initiatives concentrating on fostering new industries, upgrading pillar economic sectors, and attracting high-calibre talent. We will establish collaboration platforms, propose concrete and actionable recommendations, and invite broad societal participation. Through collective effort with the public, we aim to steer Hong Kong's economy toward diversified and sustainable growth, ensuring future generations reap the benefits.

Developing emerging industries is pivotal for economic transformation. We propose focusing on five key sectors—low-altitude economy, TCM revitalization, marine economy, silver economy, and green hydrogen—to build high-valueadded industrial chains in these domains and inject new growth drivers into Hong Kong’s economy.

Finance remains one of Hong Kong’s four pillar industries. Amid intensifying global competition, consolidating its status as an international financial hub is now the city’s top priority. Concurrently, another core industry—tourism—faces mounting pressure for transformation and upgrading. We propose multiple upgrading initiatives for both sectors to enhance market vitality and industrial competitiveness.
