Greater Bay Area Low-Altitude Economy Alliance(GBA LAEA) established on 23 September 2024

Established the "GBA Low-Altitude Economy Alliance"(GBA LAEA) with industry partners in September 2024, proposing 18 recommendations across three areas: smart city clusters, low-altitude economy and GBA international standards.

Signed memorandums of understanding(MOUs) with academic institutions, the business sector, and relevant mainland entities to facilitate cooperation.

Submitted 10 proposals to the
government’s "Working Group on Developing Low-altitude Economy" in November 2024, including the call for a top-level design for formulating Hong Kong’s low-altitude economy strategy and improving regulations and digital infrastructure. -
In May 2025, proposed 15 recommendations concerning
amendments to low-altitude economy regulations, with focus on: drone operator licensing requirements, air traffic oversight, system and data information security and privacy protection, and incident investigation standards. -
In May 2025, engaged in discussions with the government's "Working Group on Developing Low-altitude Economy" regarding the establishment of a "LowAltitude Urban Governance Sharing Platform" and current low-altitude regulatory amendments, respectively.

The central government stated in the 20th CPC Central Committee Third Plenary Session communiqué that developing general aviation and the low-altitude economy will provide a strong new growth driver for the GBA and the national economy.

Smart city cluster development is a key focus for the GBA. While Shenzhen, Hong Kong, and Guangzhou lead in digital transformation, regional integration needs strengthening to enhance efficiency and security for flows of people, goods, capital, and information.

Low-altitude economy expansion is a major trend requiring comprehensive digital technology infrastructure in every city. The GBA’s airspace policies and regulations remain underdeveloped.

Successfully advocated and propelled the government’s vigorous launch of the lowaltitude economy construction; as seen in the establishment of the "Working Group on Developing Low-altitude Economy" responsible for planning Hong Kong's lowaltitude economydevelopment. And in midNovember, the scheme initiating trial spots applications within the regulatory sandbox pilot project was subsequently prompted.

The government released the first regulatory sandbox pilot projects in March 2025, covering sectors including emergency rescue, logistics delivery, maintenance/safety inspections, monitoring, and lowaltitude infrastructure.

Jointly organized multiple exchange
sessions with government departments
(Environment & Ecology Bureau, Housing
Bureau, Hospital Authority, Development
Bureau, Transport and Logistics Bureau,
Culture, Sports and Tourism Bureau; Police, Fire Services, Customs, etc.). -
Advocated for and facilitated universities to launch graduate programs specializing in low-altitude economy courses, cultivating talent and advancing academic research – marking a significant step in technology transfer collaboration.

Signed MOUs with academic/business
sectors to advance and achieve a holistic
integration of the "Education-Project
Collaboration". Assisting our nation in
becoming a propeller and leader in the
global construction of the low-altitude
economy; as an exemplar of the New
Quality Productive Forces in enhancing
Hong Kong’s smart city evolution, the
development of Hong Kong’s low-altitude
economy is rendered necessary.
