Hong Kong's marine economic efficiency (0.64) lags behind Guangdong's (0.73).

Fragmented industrial development, insufficient cross-departmental coordination, and weak policy alignment hinder Hong Kong's marine economy growth.

The nation's marine GDP reached RMB 10.5 trillion in 2024, doubling since 2012. If Hong Kong capitalizes on its unique strengths— international business environment and diversified shipping services—to develop marine industries like transportation, coastal tourism, modern fisheries, maritime finance, and marine information services, it could establish the marine economy as a new engine for local growth.

Promote marine ranching and facilitate enterprise-operated hatcheries to drive local fishery modernization.

Develop island tourism by exploring new management models (e.g., transferring pier operations to shipping companies), enhancing commercial facilities like rest areas, dining, and cultural experiences around piers.

Pilot leisure fishery yacht club models at 1-2 marinas via public-private partnerships: yacht clubs manage operations while designating publicly accessible waterfront areas for sightseeing and fishing.
