  • Our Heart of Dedication to Serve will not change. The DAB held a “Hong Kong Service Day”

January 12th, 2020 On January 12th, the DAB held a “Hong Kong Service Day” soon after the beginning of 2020.  We set up booths in all 18 districts to introduce our work and service.  The activity showed that our heart of dedication to serve will not change, and our District Councillors and Officers will continue to contribute to our communities and provide services to the general public. Even though we lost seats in the District Council election, we will not cut back our services and instead we will even strive to do better.  We are going to add branch offices in 18 districts, answer enquiries, handle complaints, provide assistance and organise various activities.  Through many years of hard work, we established highly motivated and dedicated volunteer teams in each district.  We will continue to develop our volunteer teams to serve the needs of local residents. In the new term of the District Council, the DAB becomes the minority.  We have already set up “District Councils Observers” to monitor the work of the councils.  If the opposition ignores the public interest and harms the communities, we will certainly voice out for the public.  The DAB will also monitor the work of the government through the Legco to ensure its governance responds to the needs and hopes of the people. More importantly, the DAB will continue to promote our ideal of loving our nation and loving Hong Kong, unite and develop the power of people who love our nation and Hong Kong, promote social harmony and protect One Country, Two Systems and the rule of law, in order to help Hong Kong break out of its rut of violence and chaos. • The DAB’s response to developers loaning land for transitional housing

January 10th, 2020 As the supply of Public Rental Housing (PRH) has fallen short, the DAB supports to provide more transitional homes and welcomes the decision of the Sun Hung Kai Properties to lease out three parcels of land that altogether create a total of 2,000 transitional housing units. Wilson OR, Chairman of the LegCo Panel on Housing and DAB spokesperson on Housing, said “the government, as Hong Kong’s largest ‘landlord’, should proactively optimize the use of land resources to build more transitional housing units”.  He also urged the LegCo to approve the $5 billion fund allotted by the government for transitional housing as soon as possible. Vincent CHENG, Chairman of the “Subcommittee to Follow Up Issues Related to Inadequate Housing and Relevant Housing Policies”, said “on top of searching for suitable locations, the government should also proactively construct transitional housing.  The responsibility of providing housing should not fall entirely on NGOs or non-government institutions.  The government should provide rent allowances for tenants of subdivided units, proactively study the implementation of tenancy control of subdivided units, and even promote “standard tenancy agreement” to protect grassroots who are still living in subdivided flats. Wilson OR added, “because of the project’s large scale and involves non-residential facilities and services, we suggest that the lease period should be started from the time tenants move in, and it needs to set aside time to clear up the land.” Media Inquiries: Wilson OR , Chairman of the Panel on Housing (9266 1035) Vincent CHENG, DAB Legislative Councilor (6373 1979)

  • “District Councils Observers” is set up to protect the rights of local residents

January 2rd, 2020 In the 2019 District Council Election, the Establishment camp received 1.2 million votes, which is an increase over the last such election. Although most councillors from the Establishment camp were not elected, we will never forget the trust that voters placed in us. With the new term for the District Councils beginning on January 1st, the DAB initiated the creation of the “District Councils Observers” (“DCO”) mechanism in all 18 districts of the HKSAR starting in Central and Western District. We welcome all figures from the Establishment camp to join the initiative. The DCO will act like a “shadow council” by monitoring the operations of the 18 District Councils closely. It will regularly hold meetings with residents and broadcast District Council news through different media platforms to promote and encourage public participation in council affairs.  We will collect, organise, and reflect views from participants to the District Councils and the government. In practice, the DCO strives to perform the following functions: Monitor the District Councils to see whether they fulfilled their duties according to the law (including the Basic Law and the District Councils Ordinance). Monitor District Councillors to see whether they performed their duties faithfully, so as to live up to the expectations of voters. Monitor District Councillors for any possible dereliction of duty. Monitor District Councillors for any possible misuse of public funds.Monitor District Councillors for any possible abuse of power or failure to follow proper procedures. Promote the participation of local residents in District Council affairs and allow the general public to better understand the operations of District Councillors. Proactively reflect views of local residents on community facilities that are managed by various government departments. Councillors from the Establishment Camp have extensive experience in serving communities and running the Councils. We firmly believe that they will uphold their original ideals and continue to preserve the rights and interests of the public and contribute to community development through constructive actions.
