Talent Hub inauguration ceremony

To implement the strategic directive from the Third Plenary Session of the 20th CPC Central Committee on “supporting Hong Kong and Macao in establishing international hubs for high-calibre talent,” the DAB established the “Talent Hub”(the Hub) in October 2024. Centered on "Attracting, Retaining, and Collaborating" as its core mission, this platform aligns with the SAR Government's talent policies while leveraging the flexibility of diverse non-governmental sectors.
Attracting Talent

Chinese medicine culture possesses a profound historical legacy and serves as an integral component of Chinese civilization.

Three universities in Hong Kong have established dedicated schools or faculties of Chinese medicine, developing highcalibre research infrastructures supported by extensive clinical data resources.

Local Chinese medicine exhibits significant expertise with established credibility and strong public reputation, has yet to develop a large-scale platform for systematic promotion.

The Hub facilitates newcomers' adaptation to Hong Kong life and various local systems through government-coorganized
workshops on visa policies, employment, and daily living, and establishes campus communication channels for mainland
students. -
Offer cultural immersion programs(heritage tours, Cantonese classes) to enhance understanding of local systems and community culture and strengthen belongingness.

The Hub expands partnerships with key enterprises, industry associations, and professional bodies to develop collaborative frameworks in talent services, employment matching, and policy advocacy. Regular consultations identify service gaps to provide timely support.
Policy Advocacy

The Talent Hub earlier released the“Proposal for Establishing Hong Kongas a Global Hub for High-calibreTalent,”presenting constructive policy recommendations across key areas including talent attraction mechanisms,cross-border fund arrangements, andretention support systems. Specific proposals such as establishing a "Future Talent Demand List," expanding the roster of eligible institutions under the Top Talent Pass Scheme, and recruiting international high-calibre talent have been adopted and implemented by the Hong Kong SAR Government. The Hub will continue actively supporting the SAR Government in developing a high-calibre talent policy framework, refining policy advocacy, and providing strategic counsel to establish Hong Kong as a premier global hub for high-calibre talent.
