The Central Committee of the DAB today convened a meeting and passed “The DAB’s Proposals of the 2017 Chief Executive Election and 2016 Legco Election”.
Last year, the SAR government published the Consultation Document on the Methods for Selecting the Chief Executive in 2017 and for Forming the Legislative Council in 2016, as well as initiated a five-month consultation. Against this background, the DAB set up a political reform study team (the team) of 17 people, including DAB’s the Standing Committee members, Legislative Councillors and Party Affairs Advisors, at the end of last year to follow up on the reform issue.
Throughout the last few months, the team convened eight meetings to carry out in-depth studies on the reform issue. In order to listen to opinions of the general public, the team has conducted 19 political reform consultation seminars in the 18 Districts since January, which have seen several thousand attendees in total. Hong Kong deputy to the National People’s Congress cum Basic Law Committee Member, Ms Maria Tam Wai-chu, Vice-Chairperson of the Basic Law Committee, Elsie Leung Oi-sie, and others acted as guest speakers in the seminars, providing explanations of relevant articles of the Basic Law and its drafting history.
Apart from the seminars, the team has also conducted surveys on public opinions on the political reform, designed a banner urging the society to seize the opportunity to realize universal suffrage, and two leaflets to promote knowledge of CE election by universal suffrage. By means of plain words, the DAB hopes that the public can have deeper understanding of universal suffrage and the Nominating Committee, as well as being encouraged to express views on the political reform proactively.
After serious discussions and hearing public opinions, the team finally made suggestions on the two election methods, which were adopted by the Central Committee of the DAB today. (Details of the suggestions are listed on Appendix)
The DAB will meet Chief Secretary for Administration, Mrs Carrie Lam at noon on 25th April 2014 so as to submit the suggestions and the thousands of opinion papers received from citizens in the past few months.
