Our Response to Investigate the Shortened Steel Bars at Hung Hom Station of the Sha Tin-Central Link

Chief Executive Carrie Lam announced, on June 12, her decision to appoint a commission of inquiry under the Commission of Inquiry Ordinance (Chapter 86 of the Laws of Hong Kong) to conduct investigation into the problems associated with the steel bars in the platform of the Hung Hom Station under the Shatin to Central Link (SCL) project. The commission of inquiry is to be headed by former non-permanent Judge of the Court of Final Appeal Mr. Justice Michael Hartmann.


DAB Legislative Councilor Ben Chan welcomes the government’s decision in heeding public opinion by appointing an independent commission of inquiry. He believes that the commission of inquiry will have sufficient power to call on related witnesses to give evidence to enable a comprehensive investigation.


In addition, the Chief Executive said that the work of the commission of inquiry will also include reviewing the works supervision system of the Mass Transit Railway Corporation as well as the mechanism under which the Government monitors and controls such works, with a view to making recommendations to safeguard the quality of works as well as safety standards. Ben Chan agrees with the scope of the investigation and believes that it would help the industry and government in reorganising supervision and monitoring procedures, and believes that the commission’s conclusions and recommendations will safeguard and improve the quality of works.


We hope that the commission of inquiry will commence its work as soon as possible so that the truth can be unveiled.
