Following the media exposé of the cutting of steel rebars at the Hung Hom station of the Shatin to Central Link (SCL) project, reports of unauthorised removal of reinforcement bars from and the thinning of internal walls at the To Kwa Wan station of the same project surfaced. Although the Mass Transit Railway Corporation (MTRC) has indicated that they had demanded the contractor responsible to explain and rectify the situation, Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) Legislative Councilor Ben Chan insists that the MTRC must take all mitigation actions necessary to solve the problems once and for all. These actions are to include erecting suitable reinforcement structures, ensuring that the station meet safety standards, and informing the public of the results of its investigation by the MTRC.
DAB had earlier written to the Chief Executive to demand for the establishment of an independent commission of inquiry. Ben Chan believes that the commission should investigate both the problem of faulty steel bars at Hung Hom Station and thinned walls at To Kwa Wan Station. At the same time, the commission must conduct an investigation — deeper and broader in scope — into the reasons why problems of supervision oversight, building standards and shoddy work are so prevalent in current construction projects, and provide effective measures in improving ways of supervising construction works.
